Your Construction Phase Plan, written and signed off.

Under CDM 2015 every construction project needs a construction phase plan before work starts, including domestic jobs. § 01

Do I actually need one?

Yes, on every construction project. The Construction (Design and Management) Regulations 2015 require a construction phase plan to be drawn up before the construction phase begins, and that applies to domestic jobs as well as commercial ones. There is no small-job exemption. For a two-day bathroom refit the plan can and should be short; for a notifiable project it carries more. We write both, sized to the job.

§ 02

What is in a SITEPAPERS phase plan

Document contents · eleven sections
  1. Project description, address and key dates
  2. Dutyholders: client, principal designer, principal contractor, contractors
  3. Management arrangements and responsibilities on site
  4. Site rules
  5. Site induction arrangements
  6. Welfare arrangements
  7. Key construction phase risks and control measures
  8. Fire and emergency procedures
  9. Deliveries, traffic management and segregation
  10. Contractor RAMS review and coordination arrangements
  11. Plan review and revision arrangements
  • Proportionate. A domestic extension does not get a 60-page plan, and HSE guidance says it should not. You get a plan sized to the project that still answers every question CDM 2015 asks of it.
  • Written from your project facts: who the client is, who is on site, what the phases are, where the risks sit. Not a renamed template.
  • Notifiable version adds the F10 notification details and the management and monitoring arrangements expected on larger sites.
  • Reviewed and signed off by an SMSTS qualified professional before delivery. PDF plus an editable Word copy you keep and can update as the project moves.

Phase plan questions, answered

Do I need a construction phase plan for a small domestic job?
Yes. CDM 2015 requires a construction phase plan on every construction project, and domestic projects are included. For small jobs it can be short and proportionate, which is exactly how we write them. What matters is that it exists, reflects the actual job, and is in place before the construction phase begins.
What makes a project notifiable, and what is an F10?
A project is notifiable when the construction work is expected to last more than 30 working days with more than 20 workers working at the same time at any point, or to exceed 500 person-days. Notifiable projects must be notified to HSE using form F10 before the construction phase begins, and that notification is legally the client's duty. The notifiable plan we write includes the F10 project particulars so the submission is straightforward.
When does the plan have to be in place?
Before the construction phase begins. CDM 2015 is explicit that the plan is drawn up during pre-construction and is in place before work starts on site. That is why our clock matters: 48 hours from your completed intake for a standard plan, 48 to 72 hours for a notifiable one, so order before the start date, not on it.
What do you need from me to write it?
The intake after checkout asks for the project facts: the address, the client, who is designing and who is building, the phases of work, start date and duration, and anything unusual about the site. Fifteen minutes, in your own words. We write from what you give us, an SMSTS qualified professional reviews it, and one revision round is included if anything needs adjusting.
